Whispering Hills: Possible bugged mapping?

It may be possible that the latest version of whispering hills mapping for enemy spawns is bugged.

Eyeless gnashers spawn ontop of settlement rooftops in mass amounts to the point of total lunacy; changing the spawn rate didn't help, and now I have 100++ bodies of these things lining the floors.

 

My theory is that the mapping for them spawning (and the chance of them spawning) is bugged, and a script should be introduced to both reduce eyeless gnasher spawns, and make sure they don't spawn on the roofs of settlements: as it seems to be mistaking rooftops for solid floor. second the script should make sure they spawn a little ways out from the borders of settlements when checking "invade settlements" to yes; this will give the player ample time to prepare when a dark world event hits. And third; enemy variety. There are just WAY too many eyeless gnashers, and when the body counts in the hundreds? That's an performance issue or potential CTD waiting to happen.
