Super speed issue during horse dismount

Hi everyone, I'm running into a reoccurring issue in my playthrough that'd led me to delete my saves in hope of determining the issue before starting anew. The direct issue is that when I get off my horse and I enter first person, my character goes flash mode and runs at super speed beyond my own control usually leading to a death or heavy damage. Originally I thought it was either "convenient Horses" or "smooth camera" mod that was causing it because the bug only happens on horseback and I thought maybe the camera switch had to do with the problem but uninstalling either or both of those mods led to no result. If I dont enter first person the glitch doesn't happen which confuses me even more so any help would be greatly appreciated. For reference here is my mod watch link. Unsure why the site says otherwise but this modlist and the issue is on Skyrim Special Edition not classic.
