ePath. Are you looking at this purely from an xNVSE/FNV perspective? I'm pretty sure that error has additional context for other xSE games.

 

Honestly, what would make the most sense IMHO is for xNVSE to load editor plugins from a subfolder and the game plugins from the root or something.
