WTF is that cell?

 

- It's supposedly in the Commonwealth

- But the cell does not appear in CK Cell Window

- Coordinates are shown as 0,0 - Which is utter rubbish, because 0,0 really is cell 0xe400

- Vanilla Fallout4.esm plus a whole bunch of mods place/change records there

What I've noticed is that interior cells have 2 branches, persistent and temporary, where the references are stored differentiated by the persistent flag.

In a worldspace all cells have only a temporary branch, and all the persistent references of the whole worldspace are placed in this single cell which only contains persistent references.

If you look at references inside of this cell you'll notice that each one belongs to its own cell:
