Hi, I was wondering if there is any mod that I can remove an enchantment I've already learned

example: i found a diadem that does 25% bow damage, i unchained and learned this enchantment, but then i found another diadem that takes 40% bow damage, i was wondering if there is any mod that can replace learned enchantments or remove them ?

Yes, however, the OP is talking about ENCHANTMENTS, not Spells

I don't think it really matters what the percent damage of an enchantment is, you are learning the affect, and when you enchant an item with that affect, (effect???) the amount it does is scaled by your level, your skill in enchantment, and the soul gem you use.  So, if you find an item Sneak plus 20%, you have 100 in enchanting, use a grand soul gem, your created item will likely be more powerful than the one you destroyed to learn the affect.
