How do I turn an existing perk into a trait?

I've been trying to turn the Black Widow, Cherchez LaFemme, Confirmed Bachelor, and Lady Killer perks into traits, but they don't show up in the trait menu. I've tried tagging them as traits and playable, but I still can't figure it out.

 

 

EDIT: I used the wrong Level number
