Paarthurnax is on holiday?

So I have been searching the insanity of Google for some good advice, but without luck.

I have been running 196 h of Skyrim and I don't like the idea of starting over...Yet I might have to.

My problem is that I can't find Paarthurnax in the quest The throat of the world. (I should have done that qeust a long time ago).

I have learned the clear skies shout from the graybeard and made my way up to the exact location.

I know how it all should play out thanks to youtube, but apparently Paarthurnax don't..yet.

This is what I have tried:

Reloading to previous saves and talk to the greybeard who gave me the "clear skies"
Turn of all mods
Waited for different amount of time and in different locations
Travel and return
Running wild upon the mountain
Resurrect Paarthurnax script
Some "Get Paarturnax" script, (not the one that creates a new "version" of him)

The script was used on a different save so I would not mess up the "real deals"

Could I have killed him previous in game?

Is he away on a holiday?

I know that he is an AI and that he could be stuck in a mudpile.

I have tried everything I can think of and it must be some mod/plug-in playing me for a fool :ohdear:

If you know what could be the problem and got the time to reply I would be grateful.

I could start over from the beginning but I thought I should at least try my luck.
