More Reliable Way to Start Shipbreaker Quest

The Far Harbor DLC quest "Shipbreaker" is infamously unreliable and buggy, even when attempting to brute force the start through commands.


I would like a mod that adds an interactive element, like a specific radio, a note that can be picked up and read, or a certain npc that you can talk to that will reliably and consistently start the quest.
