I mean, if you gave rain collision then it would be incredibly CPU-intensive to be sure, but wouldn't it also do everything Real Shelter does as well as covering areas introduced by mods? Not only does Real Shelter adjust collision properties for items, but a new mod also adds collision splash effects... http://skyrim.nexusmods.com/mods/37873//?
