Downloads are extremely slow

So I am trying to download the Base Coat at Skyrim Special Edition Nexus - Mods and Community (nexusmods.com) and it is extremely slow.



It's been stuck at this speed since it started. I have premium lifetime, and every download from other sites are at full speeds. I have 250 mbps down. I have also rebooted my PC and reset my router, both of which did nothing. I have tried every server including the CDN. What is going on?
