LE Casting Animation Removal

I would like to know if someone could make the casting animations of (Lightning Storm, Blizzard and Fire Storm and skills like that) to skip the cast animation and cast right away after the click of the button instead holding it down and waiting few seconds till many mobs are hitting you... basically what I ask is, can such mod be made, a mod which will remove the cast animation and skip right to the "blows up."

 

I would like to point out that this is will be more like a whole fun mod, I am not really searching balance in here, if you get what I mean... so please let me know!

Yes, such mod can be made. Even when you don't care about balance, a more balance mod can be made so that charging those spells would use the animation of other on self spells (such as flame cloak) so that you can move around while charging it.
