With me it happened as Vamp Lord when doing the companions joining ritual, and turning into a werewolf seemed to wipe out my vampire powers. I found that the Vampire lord was still in the shouts menu, and by using it I could feed a few times (and use powers) as a human. Then the ability would disappear until using the shout again!
