How can I export a mesh from the game, edit it, and import it to replace the original?

hello friends... i feel like i have scoured the internet for answers to this question and i just cant figure it out.

 

i have located the PCC. ive used MeTweaks to export both PSK and UPK.

 

problem is, i cant for the life of me figure out how i can edit this damn file. I just want to change the shape of the mesh. i have downloaded unreal engine and 3dsmax and i cant see any way to import the file.

 

please help me :( i feel like im gonna rip my hair out. i see that people have added new items to the game like hair and outfits so this must be possible? to edit or create PSK/UPK somehow?
