Adding politics/bloodlines/clans to vampires

Out of curiosity what would someone need to do in order to create like true vampires in terms of politics, bloodlines, etc., because I was wondering that it's kind of odd that vampires are meant to be these uber powerful people yet, you get only 2 sides. Clan Volkihar, and just random straggler vampires off in no man's land. In example, I was watching Vampire Hunter D and it seems like in their universe once a vampire reaches a certain tier of power most if not all vampires fear/respect them to the point of either submission or viewed as equal.

When I think about vampires in Skyrim even with mods it usually just boils down to, "*You shoot spells and drink blood. you can also occasionally make other people vampires that do the same thing". Now, I have no issue with that given highly respected mods and mod authors were born from that (Better Vampires and Sacrosanct to name a couple), its just if there was more to that. Let's say you're a young vampire whos causing havoc then like some older more powerful vampires are going to summon you or something and have like a Red Veil from Warframe dialogue of "Oi stop before we have to kill you for being an annoying brat". Or, even simpler have like a courier say the dialogue that the Dark Brotherhood quests use "Some hooded figure told me to give this letter to you". And have it be a custom stamp from that holds local Clan sort of speak.

A part of me feels like if it could happen it would've happened years ago so maybe someone's tried already and realized its probably way too much work for 1 person or something. I think of it like how there are multiple holds in Skyrim, then there are multiple "Clans" hidden behind veils of magic in each corner of Skyrim. but no ones going to add multiple custom vampire homes so. I was also thinking of like merging vampire player homes and going "boom. clan houses". but there's copyrights and privileges galore with that so.

How about a different thought process. after completing the vampire side of the DG questline you become the head of castle Volkihar. and if you're also a vampire lord you become the new feared/respected vampire in Skyrim. where basically, (player is VL, player defeats Harkon, Dawn guard quest completes, vampires become friendly to player, player can recruit vampires to his castle)

Sorry about the essay lol just some thoughts I was thinking about. I mean I would make an effort myself but holy moly trying to even make an attempt to explain this in Skyrim scripting terms is like trying to tell a HTTP programmer to write a program specifically coded in ancient Latin
