Very Strange Shadows

I'm having some weird striped shadows (though searching that term comes up with two different issues, neither of them mine). Take a look at the screenshots I took to get a general idea of what I'm talking about. I do not have any lighting mods enabled, nor is ENB installed.

My INI settings are as follows:

Anyone have any clue what's going on? (I'll also take suggestions on how I can improve performance if you have any)

My next guess would be a texture mod. If the weird shadows appear on some objects and not others, I would look for a texture mod that changes those particular objects.  This mod will speed things up.

Open the console and click on the weirdly shadowed object. You will see a display of information, including the original source of the object and the last mod that changed it.  (If you don't see it, press the Tab key until you do.)

I have had this issue since my first install, completely unmodded.

As a modder myself, More Informative Console is a godsend.
