A year or two ago, when I was playing Fallout 4, I've found a nice mod that allowed me to create custom companions through the Pip-Boy. I could customize sex, voice, appearance, skills, and even voice. Unfortunately, I've forgotten its name. The most similar ones are: Construct a Custom Companion (https://www.nexusmods.com/fallout4/mods/14748/) and Amazing FollowerTweaks (https://www.nexusmods.com/fallout4/mods/26976/).
