Character not blocking issue

Been running a recent play-through with a new mod list and I started to notice that my character never blocks. To confirm, I set my characters block to 99, added health and let many critters hit me until I was almost dead. Not once did my character's blocking skill go off, confirming also by the level value to 100. I have been through my mod list multiple times and have attempted to change the order/ disabling ones I think may have caused the issue but to no avail. Just wondering if anyone else has encountered this issue before or would be able to see an issue with my setup.

 

- I am using Wrye Mash, and the list is based off https://github.com/Tyler799/Morrowind-2020/blob/master/Morrowind_2020.md

- the only mods in addition to this list are the ones detailed on the image I have attached.

- Steam version of the game
