Massive FPS drop when leaving/ entering buildings

Hey everyone! I'm fairly new to modding to please bear with me. I would say I'm an average PC user (not too technical, but not a complete muppet).

 

Issue: It seems after about 30 min or so of gameplay (This varies), I will experience a massive FPS drop when I either enter or leave a building. I normally run a pretty solid 60 FPS but when this issue happens, it turns my game into the "Skyrim slideshow" I tried to wait it out and it does not seem to go away. The only fix I've been able to do is exit out of the game completely and reload. It does not work if I just go back to the game menu. I have to close the game completely.

 

Up until last night, it always seemed like it was a chance when I enter/ exit buildings, but it did it to me when I went to Riverwood. The strange thing is, when I looked at the town from the outskirts it would take an FPS hit, but when I looked away from the town it would be fine.

 

I just bought a new Alienware PC about 4 months ago (The Aurora-R4) so my specs are rockin. I have: Intel Core i7-3820 Quad Core, 10mb Cache, overclocked up to 4.1GHz, 8GB Qaud Channel DDR3 at 1600MHz and my vid card is the 1.5GB GDDR5 Nvidia GeForce GTX 660.

 

The graphical mods I'm running are:

 

Enhanced Lights and FX

Climates of Tamriel

Real Clouds

Pure Waters

Skyrim Floral Overhaul (the summer edition)

Static Mesh Improvement Mod

Dynamic Snow

Better Females by Belle

Superior Lore-friendly hair

 

I also have all available official DLC (Dawnguard, Dragonborn, Hearthfire, and the Texture DLC) and all the unofficial patches for each.

 

Other mods I run are mostly realism mods such as:

 

Wet & Cold

Frostfall

Realistic Needs

SkyRe

Immersive Armors/ Weapons

Cloaks of Skyrim/ Winter is coming

Falskaar (and all the patches for said mods)

 

 

I was thinking of installing the ENBoost mod that seems very popular but I before I did that I was hoping to reach out to the community and see if there was anything I can do to fix. At this point, I love the way my game looks and when it runs properly I run a very solid 60 FPS even with all those mods running. Gameplay is smooth, responsive, and just great. If I could fix this issue, my game would be PERFECT! :)

Actually if you don't mind me bugging you once more. For installing the ENBoost, do I need to go to the ENB website, download that first, then down load the mod? I watched the Gopher install vid and he didn't go to the ENB website so I'm wondering if that step is necessary or if it is already included in the mod itself.
