Issues loading into cells

Four issues.
#1: endless load screen when moving from one cell to another, it's not a freeze, the object on screen can be turned and zoomed, but it never finishes loading.
#2: Black screen with enviromental and ambiant noises of the cell I was loading into, yet no apparent control of character or any signs anything is actually happening other then the enviromental and ambiant noises playing.

EDIT: 3-4 were added after thread creation.

#3: This one does not relate to loading cells but does pose some issues, Some times during fights when i use a shout my game will freeze.
#4: This one I can't seem to figure out, but lydia gets stuck in combat stance with her weapon sheathed and I must take her weapon and give it back to make her able to fight.

Here is my load order.
I don't think this is a orphan script, my save files have normal sizes.

Could you please add your computer specs--Processor, RAM, Graphics card and driver version, VRAM?

Have you tested you memory use in game, with a particular attention to the incidents you mentioned?

Also if you have made any changes to your game's graphics via your prefs.ini or skyrim.ini, graphics driver game profile, or various programs/mods that do not appear in BOSS, could you please list those?

4.00GHz 8 core processor, 16GB RAM, 2GB VRAM.
When the incidents occurred I check usage and it is 1.3GB RAM usage.
I have not touched my ini files in weaks.

 

 

Some further Details about the transition issues, It only happens when going from worldspace to interior or vise versa.
From interior to interior is fine.

 

EDIT: Think I might have figured out the one issue when using shouts causing freezes, I have ultra high rez fire textures, and the freezes have all involved Some sort of burst of fire graphics, So i lowered my fire textures to the low rez versions and saw a massive FPS boost during fights with fire.
