Every time I sell anything to it, it doesn't give me the caps, but when i buy any thing from it, its normal.I've tried re-installing the game, verifying the cache (on Steam), asking other forums, but nothing. You may be unable to get caps for selling items to the Sink Central Intelligence Unit, and his stock will not replenish correctly. Make sure his cap total does not exceed 32,000 to prevent this.
