Hey, so I have been having this problem for a while now. I am having around 25fps in cities and around 16 outdoors without enb, even tho people with similar specs as I have realistic graphics with enbs, I don't know where the problem is at this point. I am using vortex to install mods and loot to make my load order. My specs are RTX 2060 with Intel® Core i7-9750H CPU @ 2.60GHz 2.59 GHz. No ENBs and around 163 esp files. Here is my mod load order:

Is there anything I am doing wrong ? I just really want to enjoy the game without needless fps drops etc.

I don't see either SSE Fixes or SSE Engine Fixes on your LO. Check them out, b/c FPS gets wrecked when you load more than a small amount of mods with esp's. One of them pretty much does all that the other does, plus more, I just can't remember which one.

FYI - SSE Engine Fixes is the current one.

These steps will help greatly:

Monitor/ GPU:

Its good to use a Benchmarking tool to stress test and decide on Nvidia Settings (Performance/ Quality Balancing), Anisostrophic Filtering etc. for specific program (Skyrim).

Very important to decide on which will be the Source for Ambient Occlusion and Anti Alliasing. If you want to use ENB then its better to disable these for Skyrim SE. If no ENB you have to test wether the Games inbuilt A.O and AA are better than your Drivers.

Configuration of Monitor Calibration is highly important to Visual Quality.

Digital Colors on 35% are good enough. Gamma i play around 67 to 77. Contrast around 57 to 60. Brigthness from 60 to 70. Thats up to you.

For V-Synch i personally use BethINI's https://www.nexusmods.com/skyrimspecialedition/mods/4875 inbuilt option and from there i configure each additional function. Just avoid playing with uGridstoLoad. Shadows should be realistic at Medium Settings, Distant Detail, LOD,Grass Fade, Object/ Actor Distance up to you to decide.

Keep in mind you can use SSE Display Tweaks https://www.nexusmods.com/skyrimspecialedition/mods/34705 later to play with Unlocked Framerate or configure at which Framerate you're going to play.

Fixes:

Skyrim Textures are not entirely Optimized so https://www.nexusmods.com/skyrimspecialedition/mods/38775 this should help. There are other Projects similar to this one that cover Mod added Textures using similar Title ''Cleaned''

https://www.nexusmods.com/skyrimspecialedition/mods/50129 Skyrim Priority is another function you might find useful.

https://www.nexusmods.com/skyrimspecialedition/mods/33261 Bug Fixes SSE

https://www.nexusmods.com/skyrimspecialedition/mods/10547 SSE Fixes

https://www.nexusmods.com/skyrimspecialedition/mods/17230 SSE Engine Fixes (SKSE64)

https://www.nexusmods.com/skyrimspecialedition/mods/26138 Landscape and Water Fixes

https://www.nexusmods.com/skyrimspecialedition/mods/9005 Landscape Fixes for Grass Mods

These will all cover a Variety of Issues and help Greatly in terms of Optimization just be sure to check their requirements.

The Landscape Fixes etc. will require a few Patches if you use Alternate Start and Enhanced Lights and FX but they are available.

All that remains is check what Mods increase Background Processes. 3DNPCs is an old good beast but i remember it needed some polishing in that regard. Nothing's wrong with it, let's just say there have been lately less intensive ways to implement Quest Triggers and their Scripts for mod added NPCs.

Also the more active background Tasks per Cell (NPC Tasks) the more the Engine slows down. There might be alternatives to the ones you have just need to search a bit.

Your CPU is a 2.60GHz so Papyrus Load might be more noticeable compared to others, i run a similar one. Only slightly though because Papyrus is slow indeed and NPCs Data Loaded is usually the biggest cause for lower overall FPS in Populated Areas.

Otherwise we wouldn't play Black Desert Online flawlessly with all its Physics and Animations and Particles but getting Tanked by modded Skyrim if we do implement similar modded functions LOL

In any case the aforementioned Fixes should fix any possible Stutter or sudden FPS drop numbers because these are a Vanilla Game Bug.

Keep in mind, too much clutter especially with City overhauls will increase Papyrus Load significantly so its best to balance this by preferring Texture overhauls instead. High Polygon Meshes are also CPU dependant and maybe more suited for visual enhancement Modded Setups.

Now for ENB, you should be fine using it just make sure to open the enb.ini in case it becomes heavy and change ''Default Quality Settings'' to Quality=1 or =2 and play a bit with its different Effects. I would say the setting ''useoriginalobjectprocessing'' can make a difference by helping you disable its Ambient Occlusion and instead rely on Landscape/ Tree/ Object Shadow Casting if that Effect feels heavy to you. Combined with the right Light and Weather Mod it will be great anyway.

ENB is more for Colorgrading/ Reflections and Subsurface Scattering as for Texture Visual Quality its better to let Parallaxed Textures do the trick since they add the necessary Depth.

DynDOLOD is also a great way to improve performance by relying on good Matching LODs instead of Distance Detail just takes a bit of Testing and modifying.
