Is it possible to run a shortcut from Mod Organizer?

I need to run the shortcut that points to: steam://rungameid/377160

in order to have the game map my Playstation controller.

 

But if I set the shortcut as a binary (address %\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Steam\Fallout 4.url) in the list of executables, I get the error message "%1 is not a valid Win32 application. (0xc1)"
