Many have tried this and failed. The problem is that heads and body are separated and always been, just look at Morrowind, as there you even need to install the body and the head separately, Better heads and Better bodies, 2 different mods made by 2 different teams which is the most good looking body ever made for a TES game by the way, if you ask me.

 

A couple of days ago, someone restarted this project, trying to make the neck seamless, and failed and made it even worse so I would say: It is impossible. Many have tried it and no one have succeeded. He asked us for help but we cannot help him. No one knows how to make this perfect.

 

I think it is the skeletons that is the problem, well not colorwhise though. The surface of a head and body is connected to a skeleton, well 2 different skeletons, as the head has its own skeleton and the body most upper connection, well the skeleton top connection, ends at the neck. and all vertices and polygons move smothly together with the skeleton and that in it self, will make them to sometimes even fall apart, making gaps, which was the result in the last attempt I saw to make this right. The game is now 18 years old and mmaybe someone will solve this before 2040 but I do doubt it.

Hmmm... There is a way to solve this and it is to make a new body with a head, all in the same Mesh but then we get another problem.

 

We cannot add such a body as an NPC to a TES game, as they are separated in CS. Heads are in the race menu and the body in the NPC section, so separated they can be.

 

If someone made such a body, it would been added to the creature section, with no dialogues nor interaction and each creature had to have armor or clothing added to every single mesh, making them very useless and boring really. But it is possible... :/ Hmmm...
