A few questions:
-What is "verticality"? Why are people excited about it?
-What are the rules? Can you make mods as a team (e.g. single submission, multiple people)?
-What is a good amount of content to aim for given the 48 hour limit?
Seriously considering submitting :D as it could be the excuse I need to learn Morrowind modding (it's on my bucket list).

I don't know about the rest, but in Morrowind levitation is not forbidden, and some vanilla locations took that into account in very fun ways, but not enough of them. I imagine 'verticality' is designing locations with levitation in mind. Things you can't find otherwise, odd angles of fire you can get on enemies by levitating, cool sites you can best access that way, buildings with upper floors you need levitation to access. It means thinking in a full three dimensions when designing locations.

Verticality is something DarkElfGuy first said when describing a mod that added heights to the game (even the Red Mountain is a little underwhelming when it comes to heights).
Solo entries for this event, other competitions such as the Morrowind Modding Madness is for teams and lasts a whole month.
The amount of content is very relative. It's usually a single quest and/or a single dungeon. Best to keep a small scope, then add to it if time, then plan to overhaul the game and eventually give up :)
There are a bunch of tutorials, DarkElfGuy's and my own.
