The mod author has the source code on Github. I'd do it myself but I have no knowledge of modding beyond re-texturing lol. Just thought it would be an amazing feature for realism, whether for NV or Fallout 3. Also, so I don't have to post two topics, wouldn't be amazing if either game had the Knock on locked doors mod?
