Please see the 'Issue: Regional Non-English language version of the game won't load NVSE' entry in the wiki "Fallout NV Mod Conflict Troubleshooting" guide. It explains the Regional Language versions of the game and the related SteamAppids used for them, along with instructions on how to apply it.

I have this exact same problem in Windows 10. Fake fullscreen launcher is the same. The loader flashes a moment, stops, and the game never launches.

This is the problem with old threads. They tend to wander from the original subject.

By "this exact same problem", do you refer to the original problem of getting FNV4GB to launch NVSE, or the latest of getting it to recognize that you are using a "regional language" version of the game, or getting it to work in "borderless windowed mode"?

If the last, use "OneTweak", an NVSE plugin instead. Otherwise, please state your problem more precisely.

The purpose of a "launcher" is to get the game initialized and started. In the case of any launcher other than the vanilla one (which you have to run first, at least once so it detects and configures for your particular hardware), other launchers such as FNV4GB or "overlays" like "the Steam Community" or "Overwolf" or other "borderless windowed mode" (aka "fake fullscreen") apps have to be aware of and pass along optional command line parameters similar to those supported by the vanilla launcher. In addition, they have to "hook" into both the game and the operating system in a compatible manner. Get one thing wrong, and it fails.

Edit: Overlooked pointing out that NVSE is an "addon"; not part of the original game so the vanilla launcher does not provide for detecting or launching it. Unfortunately, for whatever reasons, the developers of NVSE neglected to provide for THEIR launcher to pass along SteamAppID codes. Hence the need to launch NVSE "indirectly" from a launcher that can detect and start NVSE and still pass along the SteamAppID codes for regional languages. Fortunately, the ones available and capable also provide "added value".

Windows versions since Vista have taken "anti-malware precautions" with anything installed into the "C:\Program Files" folder trees. Among other things, it won't let anything that is not an "installer" alter anything in those locations. (No, not even the program itself once installed. It's technical.) "Launchers" that were not part of the original install fall into that "potential malware" category. Which is why one of the first things you hear these days is 'move the game out of the "C:\Program Files" folder trees'. See the "Installing Games on Windows Vista+" article in my signature for more details on this.

The original FNV4GB.exe solution works, but people often had problems setting it up correctly. The same authors came up with the "FNV 4GB Patcher", which is a "run once and forget" solution providing the LAA flag that enables up to 4GB of system RAM to be used by 32-bit games, and does not appear different than vanilla to anything else. (This was not a simple as just setting the LAA flag, due to "Steam" complicating things.)

So:

* if you use the "FNV 4GB Patcher" it will automatically detect NVSE and launch it, while appearing to be "vanilla" to everything else (including ENB/SweetFX), Please see the 'Checklist Item #4' entry in the wiki "Fallout NV Mod Conflict Troubleshooting" guide on how to check NVSE is installed correctly.

* If you have a regional language version of the game, you still need to provide the correct '''SteamAppID''' as described in 'Issue: Regional Non-English language version of the game won't load NVSE' entry in the wiki "Fallout NV Mod Conflict Troubleshooting" guide.

* If you want to start in "borderless windowed mode" (aka "fake fullscreen"), use "OneTweak", an NVSE plugin instead of yet another "launcher".

* If you are using some other "launcher" to start the game and having problems, it is probably because it is not sufficiently compatible.
