Landscape issue in city worldspaces

Anyone know what could be causing this? I've noticed it in several cities in the game. I tried disabling mods and removing lod. Tried clean saves too.

In my opinion it's Oblivion engine itself. Many city worldspaces end right behind city walls, but engine still generates grass and flora as if high detail landscape still continued (propably from Tamriel worldspace itself). This cause conflict that position of grass doesn't match much lower detailed "far" landscape. Possible solution would be to use Open Cities or similar, but there are also incompatibilities, so it's up to you.
