Just started playing Oblivion after three years

And I'm a bit rusty on installing mods. Yes, I'm using Vortex but that's not where the problem seems to be. The mod I'm trying to use deals with changing the interior of the player shack in the Imperial city Everything looks good on Vortex and the mod shows up on the data file when you start the game, however when my character enters the shack nothing has changed. There's something I'm not doing but I can't remember what it is. I'm running the game on Win 7 (no steam) Can anyone help me out?

Use Wrye Bash. It is the first and oldest and best and latest updated MOD manager there is. Wrye and his team works on it from Discord where you also get full support for it.
It also has the nice benefit of patching all mods into Wrye Batch Patch.

Wrye started making this 2004 for Morrowind, called Wrye Mash. Now it supports ALL Bethesda games and maybe even more? IDK. It is so damn well made that I can BURST.
