It basically sounds like your wearing the heaviest, nosiest shoes in the world. Went through the sfx_container soundtracks and there were no signs of barefoot footsteps sounds. (sfx_container -> Ctrl + F -> search for fs) epsadin published a great mod for fallout 4, my thoughts was if someone used his sound package and migrated it to Cyberpunk!
