How to make ESPs & Mod Permissions

So I've been using the Geck for my own personal use to recreate a few things in the New Vegas world, mainly for Freeside & The New Vegas Strip. The things I've been working on are things like redoing the outdoor pool area for The Tops so that's identical to the way it is in TheStripWorld world cell. When you go out to The Tops outdoor pool area, it's actually part of a cell called GamorrahWorld, it houses both The Tops outdoor pool area as well as the Gamorrah courtyard, but oddly the outdoor pool & courtyard are so different inside from the way you see it outside in The Strip. Like when you're in The Tops outdoor pool area there's a big wall past the small wall that's not actually a part of The Strip, also there's no music playing when you're in The Tops outdoor pool area even though you're supposed to be outdoors on The Strip & there's music playing from the speakers on The Tops building, and Gamorrah & The Tops are real close to each other on The Strip but in the GamorrahWorld cell they're really far apart. So basically I'm tinkering with that to make those outdoor areas of The Tops & Gamorrah to be identical to the way they look from The Strip.

And I'm also doing some other things with the GECK like moving buildings around Freeside & The Strip, so that I can fit in all the mods I use, like I moved the New Vegas Trade Center from the mod of the same name, from it's original location to right next to the gate leading to the New Vegas Strip because it conflicted with other mods. So I'm moving stuff around so no mods conflict with each other. As part of that I moved some of the scraps walls around so the Freeside area with the Old Mormon Fort is actually bigger. And I'm setting it up so that the part of Freeside with the gate to The New Vegas Strip is more affluent, not as luxurious as The Strip but still more business like, lots of businesses & entertainment around there, bright lights & signs, no abandoned/squatter buildings, safer than the other part of Freeside. And the other part is basically the slums of Freeside, rampant with thugs. drugs, and crime, buildings are mostly abandoned only inhabited by squatters & drug addicts, only businesses there are really shady or scrappy ones, is mostly where the poorest & most desperate are & where the Followers are needed the most. Also moving stuff around on the The Strip & doing some things to make The Strip even better. For example as part of RangerBoo's "Freeside and The Strip Redone" mod, which is a great must have mod shoutout to RangerBoo for the great mod, there's a casino/hotel added called the Buena Vista, and while using TCL to look around I noticed that on the roof of the Buena Vista there's a pool area that for some reason doesn't actually have water in it or is even used, so I'm creating a rooftop pool area/lounge on the top of the Buena Vista for it's guests.

I'm happy with how's it coming along, it's taken a good bit of work & thinking, had to learn a lot about the GECK, some trial & error, still got some work to do but it should be done soon. I made the changes for my own personal use but I was thinking about maybe publishing my changes as a mod for the New Vegas Nexus. But I don't know how ESPs work or how to make my changes into an ESP or ESM, also would my mod ESP have to have all the other mods as requirements, and would I need permission from all the mod authors? A lot of mods are part of my changes. Either way whether or not a mod comes out of this, I'm happy with the work I've put in & the way my Freeside & Strip look now, when it's done I might make a video to show the new Freeside & New Vegas Strip, I'd go as far as to say it's the best they've ever looked. And of course the real credit has to go all the great mod makers whose mods I use to make it happen, so to them I say thank you very much.

As many times as the question has been answered, I cannot believe "do I need mod author's permission to use their assets" is still a question. The answer is YES, you need a mod author's permission to use any of their assets in a mod you are going to upload. You can do whatever you want in your game, but you need an author's permission to use their assets in a mod you are going to publish. This applies whether or not you can contact the mod author. No contact means no permission.
