What is the best graphics card my system can handle?

Processor: AMD FX 8350 eight core processor (4.0ghz)

16 gig ram

windows 10 home 64 bit

USB 3.0

ASUS motherboard M5A78L-M PLUS/USB3

Baseboard Version: Rev X.0x

As I owned same CPU, I found the best range wihin middle-class like NVidia xx60. I tested NV 960 and 980 back then and torture tests in MSI Combustor revealed that NV 980 was loaded about 75% while 960 at full 100%. So for NVidia I would recommend something within xx50,xx60 (xx70 only if you have money to spend or plan to upgrade from this CPU). I can't speak for AMD, as I haven't any experience with them. Only to say that hi-end cards like NVidia 1080 or Radeon Vega isn't suitable, this CPU is too weak for them.

I don't understand Nvidias numbering system. Is the 960 and 980 more powerful than the 1050 and 1070?

The first number(s) represent the graphics card generation, 9, 10, 20 30 etc.

The last two numbers (roughly) represent the relative performance of each card within that generation 30, 50, 60, 70 80, 90 etc. The higher numbered cards are more powerful.

NVIDIA also uses a Ti or Super suffix for some models that are more powerful than the base model, e.g. the 3070 Ti sits between the 3070 and 3080 in terms of performance.

 

To answer your second question, the 1070 is more powerful than the 980, but the 1050 is weaker than the 960.

at first upgrade your processor and board. you cannot release half the potential of your new gpu you will get with a newer 150 to 200E CPU like I 11400 or amd 5600(x). so wait a little for a full upgrade before you waste your money or get stuck with nasty compatibility and performance problems.
