I have a similar PC,ryzen 5800x, 32gb ram and a RTX 3080, runs great

 

I have a 10850K and RTX 3080TI, but mods create cycles. game won't launch I can't get any information on a specific lo.d order>

So Vortex says to only run 256 plugins but i see 400ish plugins enabled. is that a bad thing?

Not more than 255 regular plugins, you can run over 3,000if they are marked light. Good Luck

Game CTD every time i approach riverwood. I did everything as instructed in video. Also i have massive stuttering when i turn around close to city

It CDT becouse i chose HDT-SMP - XPMSSE option when i reinstall UNP Female Body Renewal with work on bodies but make the game crash apparently... TBBP wont crash but dosent work, so i use Static/Normal

With mod cause massive fps drops near giant campfire at night ? 

Also with one of theme can cause stuttering when turn around in riverwood ? When i modded game some time ago i think i find the reason (mod or setting) but i cant remember what was it.

Everything runs fine with any of the graphic settings (low-ultra) but the game crashes every time I walk up to a giants camp fire. any ideas?

Dynamic fires caused this issue for me, i disabled it and had no issues afterwards.

Can someone please kindly help me? Whenever I try to lauch the game using SKSE, there is a pop-up window saying 'couldn't load plaugin (0000007E). If I ignore the warning, the game will just stuck at the loading screen before getting to the main menu. I followed the every step of the tutorial, not sure what's gone wrong. Please help and thank you in advance.
