Installed Mods not in Data Files or in Game

I cannot seem to get any mods to work in my game. They do not appear in Data Files in the launcher, and nothing appears in game.

Firstly, I want to say that I have been looking for a solution to this for several days, and have found nothing helpful.

My game and all of my mods worked the last time I played two weeks ago.

I do not have any new mods since that time, and all of my mods are up to date.

I know that it is not mod incompatibility because I cannot even get one mod, to work without any others installed.

I have done nearly everything I could find as a suggestion to similar problems, but nothing is working.

Secondly, I have done all of these things, and I know that they are not the problem:

My skyrimprefs.ini is edited, I am 100% certain of this, it is the right one.

The data files section is not grayed out, but only my dlc appears in it. I have checked that the mods are installed via NMM and have tried deactivating and reactivating them, reinstalling them, and checking/unchecking the boxes.

Looking in my Skyrim\Data folder, I can see that the mods and the .esp files are in the right folder, they just won't register with the game. They appear in NMM in the plugins folder when installed and the boxes are checked. Everything is as it should be until I launch the game.

I have the newest versions of Skyrim and NMM.

I am normally pretty good at figuring this sort of thing out. I have been playing Skyrim (and other games) with mods for a very long time, but this one has stumped me. The only thing I can think of that I haven't done is reinstalling Skyrim itself, but I don't have my installation disks anymore, so I would have to repurchase the game in order to reinstall. Any help is greatly appreciated. Thank you in advance.

How do you launch the game? Via NMM or via the vanilla Skyrim launcher? If you're launching Skyrim via the vanilla launcher: Don't! Launch Skyrim via the NMM instead.

Furthermore, where did you install Skyrim and, by proxy, Steam? If you installed it under program Files: Uninstall it and reinstall it into another folder (like "C:\Games" for example).

Incorrect. If you have a legal version of Skyrim (one that's requires Steam) you can easily download the entire game via Steam.
