I don't even know what I've done wrong. But no version of "regulation.bin" seems to work. I'll install a mod and boot up my mod save and everything will still be the default.
I have tried using the "mod" folder in Mod Engine 2, and I have also tried backing up the original file and putting the modded one in the Elden Ring directory. Please help, I am four hours into this issue and wish for it to be over already...

Means the file you using is outdated, Elden Ring will revert the regulation.bin changes if it detects is outdated.

 

Most MODs haven't been updated to 1.05 yet, not to mention you shouldn't use Mod Engine 2 for the regulation.bin, the file needs to replace the original.
