Modded NPCs get stuck on Idle Markers

So I'm having a strange issue with a handful of NPCs from Solitude Expansion where they keep getting stuck at one particular location and can't move at all as if their AIs are bugged. after loading up the CK, I found that their ai functions as normal up until either the end of their package schedule or when they reach a set marker, after which they'll stop moving completely as if their AI stopped working entirely. none of their other packages play after this triggers and moving it to a different marker or package tied to them does nothing to fix this -- which is especially strange considering that most other NPCs from this mod don't have this problem.


judging by some reports on the mod page as far back as 2017, it's clear other people are having this issue too. what exactly is going on here? does anyone know what I can do to stop them from getting stuck on markers with their ai? and is there some way to fix their current package or could I switch to another that lets them wander around town in much the same way?
