I will be overseer if the vault wants me to. But if bbshrimp would like to be he may. "Overseer" is just another term for "bossman" and "bossman" is just another word for "I've got a headache".

Little better than total anarchy. Given the nature of the "god" of the vault, we must keep any weapons that we can lay our hands on just in case of trouble. This leaves me, the overseer to try to avoid being voilently overthrown. A fairly independent society, we tend to do things alone, sometimes requesting the aid of other vault dwellers. As near as I can tell, being the overseer is more of a title than an actual position.
