Is there anything like PapyrusUtil for Fallout 4 and if not, how difficult would it be to port it, if the source repo can be made accessible? 

PapyrusUtil is an SKSE mod (Skyrim) that really expands possibilities on the scripting end, adds things like json export and extended object manipulation.

There's SUP F4SE which is currently being worked on. Well, as of a couple of months ago. The source is even available.
