Bannerlord not loading "We need to collect necessary files"

I am using Vortex version 1.5.13 and I am trying to mod Bannerlord. I'm on windows 11, have 16gb of RAM, and I'm using 9 mods but when I try to load bannerlord I get an error message saying "The application faced a problem. We need to collect necessary files to fix this problem. Would you like to upload these files now?" I've clicked yes a few times and waited but the problem is still there. When I load bannerlord through steam it runs but the mods don't work.
