Are your speeds slow for both large and small downloads?

According the your test results your connection is capable of 3-3.5MB/s which is well over the maximum for free users. Your Premium CDN result is slow, but that only applies if you have a Premium plan.

It sounds like this may be an ISP fault. Have you got access to a VPN to see if that helps?

Yes slow for small and large, i was suprised to see that i was getting much better speeds during the tests that were given but when actually downloading mods from the site the speeds are the same as the premium cdn result around 65kb/s to 70kb/s although i don't have premium. I will try a VPN and let you know.

I'm not sure what to suggest other than contacting your ISP.

The tests show there's no speed cap applied to your connection from our end so I can only guess that your ISP is throttling specific links, or otherwise messing with your traffic.
