It would make sense if Police, Paramedics and Firefighters also searched for survivors after a natural disaster.

Maybe even highway maintenance.

This would help after large scale destruction events and/or small towns where the massive disaster recovery buildings are impractical or don't fit.

In a big city this would be to compliment dedicated disaster response teams, not replace them.

 

Also, less realistically perhaps, if fire engines could come and take truck loads of water to compliment/fill in for water pumping trucks that would also be great.
