Missing distant water (north of Hela's Folly)

I have tried this with almost no mods installed (only "live another life"). I've also tried changing game settings (disabling AA or AF). I removed all the official DLCs.

I installed and uninstalled the unofficial patches.

I've also "verified game cache" in steam.

Nothing helped.
