Hotkey Extension for Controller Gameplay

I have a thought and have been unable to find anything like this. I myself do not create mods, but I have one that I would really like to see, and I think it would be widely used if created. I would like to see a mod that allows for 2 weapons to be assigned to each of the directional pad selection (except up which is used to cycle through ammo types). An example of what I would like to be able to do is this. Say I assign the 10mm pistol to the first slot of the left directional button and the plasma pistol to the second slot of the left directional button. The first time I press it I equip the 10mm pistol. If I press it again, I equip the plasma pistol. If I press it again (while the plasma pistol is equipped), I equip the 10mm pistol again. I really think there must be a way to change the second button press from being set to unequip the weapon to equip a second weapon instead. I am welcome to any insight or thoughts on this. If no one is interested in making this possible, and I am able to find a feasible way to do it. I may attempt it myself. Though I will really not be offended if someone beats me to the punch.

I have found a few mods that allow for more hotkeys which is really my end goal. Unfortunately, they are for a keyboard setup, and I am just not a keyboard gamer. I had another thought. What about an item that you could store weapons in. The item would read like a weapon itself and could therefore be set to a hotkey. When you press the hotkey to equip the item it pauses the game momentarily and brings up some form of quick menu with the weapons that have been stored in it available for equipping. What I am really going for here is to have more weapons available for equipping without having to go through the pipboy menu to do it. Even a favorites popup menu, like in Skyrim, would be great. Any ideas?
