Fallout Wanderer's Edition Issue: NPC's not using weapons in t

Hello,

I'm having an issue with wanderer's edition where some npcs will not equip the guns in their inventory when fighting. For example, I will often kill supermutants that are holding m14's or laser rifles but come at me with their fists as if they have no weapon. Down below is mod list/load order. Any help would be appreciated. I'm running version 6.0 with the 6.03 hotfix.

Your load order is a mess. It should always start with Fallout3.esm followed by the DLCs in the order of their release. The exception is Streetlights.esm, it should load before Broken Steel. Use only one of the Restore Tracers, n both. The FWE .esp should be in the same order as the Fallout.esm and DLCs. The compatibility patches (Eve-FWE, etc) should after the last mod they are patching.
