Invisible abilities permanently baked into save file

In my past playthrough, I had created two custom abilities via Construction Set and added both to my character through the console (~). I did it for fun; one of them would allow my player to reflect 99% of incoming damage, the other would replicate the effects of the mundane ring (50% spell damage blocked and 35% of spells reflected).

But I had a problem in my Windows system. By the time I had reinstalled everything from scratch, only my previous saves and mods folder remained. I reinstalled most of my most, except a few ones I thought would directly get in the way of game stability. As a result, I now have a very stable oblivion with many mods that doesn't crash, something that I honestly haven't seen until today. BUT I noticed that my character is permanently stuck with those custom abilities - reflecting damage and spells -, and that they are invisible (both magic effects don't show under active effects). Their previous known FORMIDs are said to be nonexistent when called by the removespell function; they are, however, being loaded from somewhere (certainly the save). Is there a way to delete them?

Are you 100% sure the mod isn't still active somewhere? Cause that sounds pretty impossible. I just tried giving custom abilities to my character, saving my game, then reloading without said mod active. The abilities were gone. I gave myself the abilities through an activator but I still don't see how the game can be loading content from a plugin that's not active.

I believe that even if recreated they would have different formIDs, so removing those embedded in the save via any means won't be possible. The only possible solution would be to go back to a save prior to adding those abilities via console.

@Striker879 Why can't the save be edited somehow? Isn't the save file filled with code about what to load and what time and how? If so, a simple advanced editor such as notepad++ should suffice, no?

I don't think I've ever run across a utility to edit saves, beyond those that fix the A-Bomb bug (but that is simply flipping a known bit).

I just had a look at one of my saves in Notepad++ but I didn't see much that was readable (a couple of items I have created and then distributed using the console showed readable names but nothing else that made any sense).

- Edit - Had a look in Wrye Bash but didn't see anything in the Saves tab right click context menu that looked like it would help.
