My textures are buggy, You can see it in this shadow, except its like an overlay on Grass and Rocks too!

 

I just installed Realvision ENB Option A Performance. I did disable Ambient occlusion, Antiscoptic filter and anti aliasing.

I have the same issue, for example, behind the Jarl's throne in Dragonsreach there is another texture on the wall that looks like crap, it looks like the stuff that is on your grass. And this stuff is everywhere with Realvision for me. My shadows are also like that in some situations.

Try installing a better ENB or managing the Anisotropic filtering and AA from a third party like your Gpu driver (ATI or Nvidia)

Or try changing this things in your SkyrimPrefs.ini file:

 

fShadowBiasScale=0.1500
fInteriorShadowDistance=2500.0000
fShadowDistance=2500.0000
iBlurDeferredShadowMask=3
iShadowMaskQuarter=4
iShadowMapResolution=4096
iShadowFilter=4

fShadowBiasScale=0.1500 <---this setting, if incorrect, causes those lined shadows.

 

Shadowmode and shadowfilter should be 3, not 4.

 

Secondary shadow size should be half of Primary shadow size.

 

Primary should match ShadowMap...

 

fShadowBiasScale=0.1500 <---this + resolutions
fInteriorShadowDistance=3000.0000 <---just leave this alone, should always be "3000"
fShadowDistance=2500.0000 <---exterior extension of shadows, in what might be called units from the player...leave at default
iBlurDeferredShadowMask=3 <---how much shadows are blurred, 0-7 is the scale, 7 being highest amount of blending.
iShadowMaskQuarter=4 <---leave this alone
iShadowMapResolution=4096
iShadowFilter=4 <---internal setting, adjust at your own peril (4 is default)
fShadowLODStartFade=500.0000
iShadowMode=4 <---another setting that might be perilous; range=2-5; Could be depth of shadows or where they are cast from...(?)
bTreesReceiveShadows=1
bDrawLandShadows=1
bDrawShadows=1
bShadowMaskZPrepass=0
iShadowMapResolutionSecondary=­4096 <---should be half of the next line
iShadowMapResolutionPrimary=40­96 <---should match the next line
iShadowMapResolution=4096

There are quite a few INI tweak guides around, but I do believe that your lined shadows are from biasscale vs shadowmapresolution settings.
