Overhaul Weapon-Clothing(Armor) System

I wonder if it will be possible to completely overhaul how weapons and clothing operate in the game.
Eliminate the "colors system" and set a specific damage per weapon and a usage degradation system. The downgrade system could be calculated by the number of bullets fired. Once that point is reached the weapon could be set to as if you had no ammunition therefore it would "not work". Ammunition should also be modified in the leveled list, making it scarcer and much more expensive. Enemies as well as the player could die much easier because the weapons would do much more damage, that way you could use low level weapons and still be useful in the long run.
Same with the clothing system. Remove the armor stats and only apply the stats to clothing that is part of military equipment such as Arasaka vests, Militech etc. And also a system of downgrading for damage received perhaps?
Melee builds would still be viable if you have the necessary armor mods or equipment (military grade clothing - implants).
This is almost impossible because you would have to modify things that are part of the core of the game, but I would like to see such an addition that really adds one more use for money in the game when repairing or buying new equipment. And it comes closer to something more proper of an RPG.
