If you're looking to create weapons then yes, use the Creation Kit. From what I am aware it's the official editor of Skyrim from Bethesda.

 

I don't recall any crossbows in the vanilla game so you may need to get creative or source one from somewhere but as for the weapon, I am assuming you want to have this added to list of "Silver" weapons. In this case change the stats so it is more effective to werewolves.

 

I haven't created a weapon before so I cannot give you specific, but http://www.creationkit.com/ has some really useful bits to help you out. I've not used it before and there's plenty of tutorials to get you started, that how I managed it :smile:

Okay, I have a problem: I'm following the beginner's tutorial. Since I need dawnguard for the bolts, I check that along with Skyrim and update.

 

Around 83% load (after saying "yes to all"), Windows says "this program has stopped working," and it gives me only the option to close the window. Help?

If you've never used the creation kit before, then you have to go into the .ini file and add Dawnguard.esm and also if you have Hearthfire and Dragonborn you have to add those as well. If you do a search for "creation kit fix" I think you'll find the exact reference you need.

 

Also, in response to your original question, it depends on what you mean by wanting to make silver bolts. If you just want to recolor an existing bolt, you just need the creation kit and a graphics program that handles .dds files (gimp, photoshop, etc.) If you want a completely new style of bolt, then you'll have to learn a 3d modeling program (blender, maya, 3ds max, 4d cinema, mudbox, etc) which is far more involved.

Also, I want to make a mod that makes bolt quivers not float so much. That may be difficult, though since I'm a n00b. :P But I think I might be able to learn from the tutorials.

 

Also, any other help on that mod would be appreciated. :)
