The idea is to swap out ladders for stairs in starship interiors.
 

Ladders are fine when in Zero-G, but the ships in Starfield have gravity onboard.
It doesn't make sense to have so many ladders everywhere in an environment where you can fall.

Stairs would be much safer when in gravity than ladders are.

Stairs take up a LOT more room though. And altering every ship part to use stairs, instead of ladders would be a herculean undertaking.
