Outdoor lighting bug

When outdoors, I experience an unignorable lighting glitch. During night, the ground and sky will be bright, and everything else will be just as dark as it normally would be (with CoT nights level 4). The ground will also periodically flash even brighter (about every 3 seconds when moving, much slower when idle.) What's even more puzzling about this is that everything a specific distance away will look very dark. The only lighting mods I use are RLO and CoT, which should be compatible, I have even seen videos on youtube with both these mods installed that look absolutely beautiful, with no bright night skies

I have tried reinstalling all of my graphics card's (Geforce GTX 660) drivers, deleting skyrim.ini and skyrimprefs.ini and allowing the game to recreate them, rearranging my load order into countless arrangements, and verifying the game files with steam. I have not tampered with the ini settings at all, and I am open to any suggestions for ini settings.
