Did you ever solve this problem?

I think I had a similar issue and I fixed it by altering the tail mesh in nifskope to deactivate the Shader Flag for "Model Space Normals." This flag allows the mesh to use the normal map as an external specular map. This fixed the problem and the tail no longer glows.

 

I think sometimes normal maps do not get the specular details for the tail right (maybe because a lot of them are adopted from tail-less bodies), I don't know enough about normal maps to say one way or another.
